IntroductionGeographic Information Content
The foundation of every geographic information and automated mapping system is the database.  The process of creating a database from source information is commonly called data conversion.  Almost without exception, source data must undergo some form of conversions in order to support your intended application.  Therefore, data conversion is essential before you can realize anticipated benefits from the system.

As a rule of thumb, data conversion typically counts for 50% of the cost and effort of a GIS project.  The conversion phase is usually a onetime event in the life cycle of a GIS project or program and is the best effort we put forth.

The source data may be in many different forms, such as hardcopy maps, microfiche, photographs, notebooks, or digital records.  GIS hardware and software change quickly, but the fundamental concepts of data conversion remain relatively constant.

Properly converted data will provide a solid foundation for GIS analysis enabling you to realize the anticipated benefits of the system.  Historically, some projects have failed to meet expectations because of the failure to deal with conversion issues.  What works in one set of circumstances may not in a different set of circumstances.

Precision vs. Accuracy
When referring to data, two other terms-precision and accuracy-are often used interchangeably, but they also mean different things in this context.  The precision of data relates to how they are stored, often reflecting the number of significant digits to which a number is quoted.  Precision is quite simple to quantity.

On the other hand, the accuracy of data refer to how well they were measured, recorded, stored, converted, manipulated, transformed, and presented.  Quantifying this characteristic is far more difficult.  Data accuracy is extremely important concept in any data set.
